Tom Hutcheson
Managing Director

Tom has over 35 years’ experience in the construction industry with extensive experience operating in remote areas, particularly in the Northern Territory He is passionate and committed to providing opportunities in employment and training for local Aboriginal people, particularly the younger generation. Tom is dedicated to improving the economic outcomes of all Aboriginal and Torres Strait Islander people and is proud to have a successful business which allows him to be able to offer such opportunities.
Tom is a proud Wakka Wakka and Kabbi Kabbi Aboriginal man. Tom’s Mum is stolen generation, born in 1933 in “Barambah Mission/Reserve”, later named Cherbourg Mission Queensland

Stephen Rooney

Stephen is a highly proficient and qualified Civil Engineering Project Manager and Construction Management professional offering a Bachelor’s Degree in Construction Management coupled with a strong commercial background in a wide variety of industries across Australia and abroad. Stephen has 15 years of construction experience working in the Civil Engineering, Resource, Oil and Gas and LNG Sectors with varying roles from Project Engineer to Project Manager. His main responsibilities include deploying, managing, and supervising project teams and resources to ensure successful project delivery.


Mitchell Jones
Operations Manager

Mitch Jones is a dedicated and motivated Operations Manager with a degree in Civil Engineering from the University of Wollongong. With over 10 years of experience across the mining, resources, public infrastructure, and renewable energy sectors, Mitch has held roles in on-site supervision, project engineering, and project management. He brings high-level technical expertise and strong commercial acumen, providing a solid foundation to ensure RC Construction delivers projects that exceed client expectations.


Kenneth Hatton
Business Development Manager

Kenneth Hatton is RC Construction’s Business Development Manager, bringing a strategic mindset and deep industry knowledge to the role. With a strong background in civil construction and client engagement, Kenneth is focused on building long-term partnerships and identifying opportunities that align with RC Construction’s values and capabilities. His collaborative approach and understanding of project delivery make him a key driver of growth across the business.


Kian Almo
Estimator

Kian is responsible for all our company estimating and bid management processes. Kian has a civil engineering degree with more than 14 years of experience in estimating industrial projects such as wind farms, processing plants, combined cycle power plants, water desalination, and bridges.
Kian is the business’s first point of contact when it comes to requests for tenders and ensures all enquiries are tracked and actioned in a responsive and timely manner.


Ryan Jones
Project Engineer

Ryan is a qualified Project Engineer with eight years of experience within the civil engineering and project management sector working for RC Construction and CPB Contractors. Ryan has experience in high-level engineering roles ranging from an undergraduate design engineer assisting lead project engineers in the technical analysis of small structures to project support roles on Main Roads infrastructure projects within WA, including North Link 3, Armadale Road Upgrade & Manning Road. Ryan’s broad range of experience developed in the last eight years has meant that he can develop strong working relationships with sub-contractors and colleagues to ensure that contractual, quality and safety requirements are met for RC Construction.


Emily Jones
Accounts Payable / Human Resources

Emily is responsible for all RC Constructions invoicing and accounts payable. Emily liaises with clients and subcontractors alike, ensuring our accounts department is updated and maintained. Emily also offers a Bachelor’s Degree in Human Resources and supports the company in this fundamental role.

Collette manages all RC Constructions onboarding, administration and document management systems. Collette ensures both our clients and project team’s requirements are managed in an effective and timely manner.


Fateh Bhullar
Project Engineer

Fateh is a qualified Civil Engineer with a bachelor’s degree from Latrobe University. Fateh has 8 years of experience working on various projects, ranging from small to large concrete structures, including Projects across the Defence and roads sectors. Fateh is dedicated to ensuring that all projects are completed to the highest standards of quality and safety. Fateh has a strong track record of developing positive working relationships with colleagues, subcontractors, and clients. He is always committed to delivering results that exceed expectations.”


Shawn Franklin
Civil Supervisor

Shawn is a seasoned Civil Supervisor with 20 years of experience within the Civil Engineering sector, working on some of Western Australia’s most notable Projects. Shawn started his career as a Carpenter, quickly advancing through the ranks to Supervisory levels and having previously held superintendent and operations manager positions. Shawn has successfully delivered projects across several sectors, including Mining, Civil and Roads, Water Corporation and Defence. Shawn has a strong focus on managing relationships with clients, colleagues and subcontractors to collectively deliver good quality projects in a timely manner with a strong focus on safety throughout the execution phase.


Ryan O’Sullivan
Senior HSE Advisor

Ryan is a highly qualified HSEQ professional with a Bachelor of Science in Environmental Health and over five years of experience across the public and private sectors, including construction, civil, mining, and utilities industries. Ryan has held senior advisory roles with leading organisations in both Australia and Ireland, demonstrating expertise in the development and implementation of HSEQ management systems, risk management, contractor compliance, and incident investigation.

During his time with RC Construction, Ryan has contributed to several key projects, including the Clinker Import Facility for Fremantle Ports Authority in Kwinana and two incrementally launched bridges for S2M Evolution Alliance on the Stephenson Avenue Extension Project.

Ryan is recognised for his exceptional communication and presentation skills. He excels at building long-term, mutually beneficial relationships with the workforce, clients, and stakeholders, effectively managing their expectations and needs. He is committed to upholding the highest standards of safety, quality, efficiency, and integrity in all aspects of his work.
